BIS CERTIFICATION FOR SAFETY OF ELECTRIC TOYS IS 15644:2006

This standard addresses the safety of toys that have at least one electrical function. Toys that fall under this standard include constructional sets, experimental sets, functional toys, and video games. This standard applies to toys that use electricity for secondary functions. This standard aims to reduce risk when playing with toys, particularly those that are not evident to users.

According to the input source, electric toys are further subdivided into the following sub-groups:

  • Battery operated toys
  • Transformer toys
  • Dual-supply toys

Toys must be designed in such a way that the risks to people or the environment are minimized as much as possible when used as intended or in a foreseeable manner. In general, this principle is met by meeting the relevant requirements specified in this standard, and compliance is verified by performing all relevant tests.

Toys must not reach high temperatures while in use, and the toy's electrical insulation must be adequate at operating and room temperatures. Their supply voltage must not exceed 24 V, and the components must meet the safety requirements specified in the relevant IEC standard.

According to this standard, Tests are type tests. Some of the testing guidelines are as follows:

  • The tests are performed on a single sample that must pass all of the relevant tests.
  • The tests are performed with the toy or any movable part of it in the most unfavorable position when used as intended.
  • Toys that include controls or switching devices are tested using these controls.
  • Battery toys are tested in conjunction with a battery box, and transformer toys are tested with the transformer that comes with the toy.
  • When alternative accessories are made available, the toy is tested with those accessories.

TESTS

Some of the test details are given below for electric toys.

  • Tests for the safety of electric toys heating and abnormal operation test
  • Electrical strength at operating temperature
  • Moisture resistance
  • Electric strength at room temperature
  • Mechanical strength
  • Resistance to heat and fire
  • Protection of cords and wires
  • Radiation, toxicity

Toys or their packaging must mark with the name, trademark, model, or type. The Standard Mark (ISI Mark) shall be legibly and indelibly marked on the primary packaging or on the toy itself, provided that the material so marked meets the requirements of the specification. Packing and marking/labeling, including warnings and other instructions and information required to be provided (for assembly, maintenance, and so on), shall be done in accordance with the Indian Standard. The Manufacturer must obtain a BIS license from the Bureau of Indian Standards to use a standard mark (ISI Mark). The BIS grants a license based on a successful assessment of manufacturing infrastructure, quality control and testing capabilities, and production process during a visit to its manufacturing premises.

Conclusion

If a product falls under the scope of the BIS Conformity Assessment Scheme, All the manufacturers, importers, and foreign entities must obtain BIS ISI Certification. The Bureau may cancel the License if the product fails to meet certification requirements.
