Refrigerating Appliances (Household Refrigerating Appliances)
The Ministry of Commerce and Industry has issued the Refrigerating Appliances (Quality Control) Amendment Order, 2025, which will come into force on the date of its publication in the Official Gazette.
According to this Order, household refrigerating appliances—whether refrigerators with or without a low-temperature compartment—must conform to the Indian Standard IS 17550 (Part 1): 2021 (Household Refrigerating Appliances–Characteristics and Test Methods Part-1 General Requirements). These appliances must also bear the Standard Mark issued under a license from the Bureau of Indian Standards, in accordance with Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
However, the provisions of this Order do not apply to goods or articles meant for export.
Furthermore, the Order does not apply to imports of components for refrigerating appliances by a certified manufacturer, or by a manufacturer who has applied for certification for the relevant goods or articles intended for export. In such cases, the manufacturer must submit a self-declaration on their company letterhead, signed by an authorized signatory, to the Central Government. This declaration must include the invoice number and relevant details of the import consignment, along with an undertaking that the imported components will not be used for any other purpose or sold in the domestic market. The manufacturer must also maintain records of these goods and articles, which are subject to verification or audit by the concerned government authorities.
Additionally, the Order does not apply to up to 200 units of imported goods or articles per year, meant for research and development purposes by a certified manufacturer. These goods and articles must not be sold commercially and must be disposed of as scrap. The manufacturer is required to maintain a year-wise record of these items and submit it to the Central Government.
The Bureau of Indian Standards is the certifying and enforcing authority for these household refrigerating appliances.
IMPOERTANT NOTES :
