Footwear made from Leather and other Materials (Canvas Boots Rubber Sole)
The Ministry of Commerce and Industry has issued the Footwear made from Leather and other Materials (Quality Control) Amendment Order, 2026. It shall come into force from the date of its publication in the Official Gazette.
This amendment shall be known as the Footwear made from Leather and other Materials (Quality Control) Amendment Order, 2024, and will take effect from the date it is published in the official Gazette.
According to this order, Canvas Boots Rubber Sole must adhere to Indian Standard IS 3736:1995, specifically the Canvas Boots, Rubber Sole- Specification, and bear the Standard Mark under a license from the Bureau of Indian Standards (BIS) as per Scheme-I of Schedule-II of Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
However, the order does not apply to goods or articles intended for export or micro and small manufacturing units as defined in the Micro, Small and Medium Enterprises Development Act, 2006.
Provided also that footwear without the Bureau of Indian Standards Mark, which was manufactured or imported before the commencement of this Order, may be sold, displayed, or offered for sale until July 31, 2027.
“Provided also that nothing in this Order shall apply to the import of goods or articles up to 4500 pairs in a year by manufacturers of leather and footwear products for the purposes of research and development and non-commercial use, subject to the following conditions, that it shall, –
(a) not be sold commercially;
(b) be marked and embossed with the words ‘NOT FOR SALE’;
(c) be disposed as scrap;
and the manufacturer shall maintain year-wise records and shall be furnished to the Government as and when required”.
The Bureau of Indian Standards is designated as the certifying and enforcing authority for Canvas Boots Rubber Sole.
